Although all 13 states had signed up to the new American constitution following the War of Independence from Britain, there were from the start different expectations between the Northern and the Southern states regarding the role of the central government. And these differences were aggravated by the economic and social differences of the two regions - particularly the issue of slavery which only existed in the South.
